Invented by James G. Cutler of Rochester, NY in 1883, who later became mayor of that city. The 10-storey building in Mount Vernon, NY where I work has one, but it is no longer used. Boxes installed in buildings of over two storeys had to have cushions in them to avoid damaging the mail.
